Bear in mind that:
There are MOE officers in the field who are responsible for dealing with noise complaints. These officers are surprisingly hard to find. It is MOEs position that you are to find these people by looking in the Blue Pages in your phonebook; of course this doesnt work very well. Various people in MOE, when contacted were unable to provide a list of MOE officers who handle noise complaints. Attached here is the information provided by a person from MOE when asked for such a list.
I will not be providing you
with a list of individual MOE Officers who may be dealing with noise
complaints, as areas of responsibility\job functions can and often change quite
frequently.
During regular Office hours,
if you or another member of the public wishes to make a noise complaint related
to an industrial noise source, it should be directed to the appropriate
District or Area MOE Office. The telephone number for the applicable Office is
available through the "Blue Pages" section of the local telephone
book. The addresses and telephone\fax numbers of the various Offices are also

After hours complaints can
be made through the MOE Spills Action Center at 1 800 268 6060.
It should be noted that MOE
does not handle complaints related to residential source, commercial
establishment source, automotive source, most institutional sources, as well as
aircraft\airport noise. Members of the public with complaints related to these
sources of noise will be referred directly to the area municipality for any
action that the area municipality may take, (with the exception of
aircraft\airport noise which will be referred directly to Transport Canada
at (416) 952-0230). Again the telephone
numbers for the area municipalities can be obtained through the "Blue

As we have discussed
previously, the point of contact for noise complaints related to aggregate
extraction, (pits and quarries), in Ontario are the Aggregate Resource Officers
located in the various Ministry of Natural Resources District Offices. Again
the telephone numbers for the applicable MNR District Office can be found in
the "Blue Pages" section of the local telephone book. The
